If they're not visible at all you might get away without planning, but Listed Building consent would still be required (no fee for that kind of application). There also wouldn't be much need for elevations and the like. Location plans can be bought on-line from OS and the like, you can scale it up and knock up a reasonable site/roof plan easily enough. Look at the Planning Portal and you can view applications and see the level of information required. It not necessarily that much.
If they are in the valley just watch out for overshadowing by chimneys and such like as you can loose a lot in performance, and get a few quotes. PV prices have dropped a lot in the last couple of years, and there are plenty of decent installers out there, but there are also a lot of cowboys and crooks that have managed to get in on the action.
