beach access blocked by concrete blocks

Every access point to the beach, along the length of the prom, seems to have been blocked off with concrete blocks for the last few weeks. Anyone know why?

The sand protection department think it will prevent the beach from departing over the winter, but they don't seem to be answerable to anyone about the methods. Some years the blocks have been in place from September to May, or blocked without leaving gaps.

If four people casually lean against one of the blocks it accidentally rolls away :-)

They've done it every year I've lived here. I think it's less about sand, and more about stormy seas!

For me - seeing the concrete blocks induces the same feeling as the clocks changing.............
